One aperture means a reduction of light by half. So, for example, the ”lightest” filter in this set (ND4) halves the light twice. So if the exposure time would normally be 1/400, the filter would make it 1/100 (1/400 divided by 2 is 1/200, and this divided by 2 is 1/100). So you can effectively get the shutter speed you want with filters, without sacrificing quality. Most often an ND filter is needed in sunny or semi cloudy weather, in which case ND8 or ND16 filters are used, there may also be a situation where heavier ND32 or ND64 filters are needed, these are also available from PolarPro.

The filters come with a case for storage.
